Randland is home to four Defense and Homeland Security Federally Funded Research and Development Centers (FFRDCs). The National Defense Research Institute, sponsored by the Office of the Secretary of Defense and other departments of the Department of Defense. Homeland Security Operations Analysis Center (HSOAC) sponsored by the U.S. Department of Homeland Security. and the Department of the Air Force-sponsored project AIR FORCE. These FFRDCs leverage years of research funding to help decision makers not only solve problems, but also save money. This publication lists and summarizes recent projects (as of 2025) that have contributed to or identified ways in which governments have saved money. The amount is an estimate. Benefits of these projects include savings achieved or ongoing (e.g., from studies of military pay and adversary capability representation in fighter pilot training), savings that would be expected if the RAND recommendations were implemented by the government. savings (e.g., from research into cost-effective armed surveillance). The savings were made possible by RAND’s independent verification of military capabilities and munitions prepositioning in Europe) and RAND’s independent verification.
