The United States’ 2022 National Defense Strategy identifies China as a “pacing challenge” for the U.S. military. This monograph examines the development of China’s military capabilities, the capabilities the Chinese military seeks to acquire in the future, and the resulting implications for the U.S. military. All studies that exist to date only describe the capabilities currently acquired by the People’s Liberation Army. This monograph goes further by drawing on Chinese military publications to identify and discuss capabilities that the PLA seeks to acquire in the future. The book reveals that the Chinese military is working on a comprehensive plan to demonstrate overwhelming military capabilities in land, sea, air, space, and cyberspace warfare. Countering these capabilities will require a similarly comprehensive effort from the United States and its allies. The findings of this monograph will help U.S. military planners and policymakers understand the long-term goals of China’s military capability development and ensure that China’s new It becomes possible to predict the realization of abilities and counter them.
