The 2024 Annual Estimates of the Strategic Security Environment lays the foundation for cutting-edge research to understand the evolving security environment at home and abroad. Competition with the People’s Republic of China continues to dominate the strategic narrative and has global implications for U.S. interests. However, the Russia-Ukraine war and the deteriorating situation in the Middle East present pressing political challenges that will undoubtedly impact U.S. military efforts abroad. At the same time, the United States faces domestic challenges in navigating civil-military relations, and the Army is working diligently to overcome institutional hurdles. The United States released its first Defense Industrial Strategy in January 2024, focusing on resilient supply chains, workforce readiness, flexible procurement, and economic deterrence. Additionally, the Army releases its 2024 White Paper, Army Structural Transformation, which lays the groundwork for creating new capabilities, launches new conscription modernization efforts, and justifies difficult cuts across the service. did. Finally, the prevalence of competition in new and mature areas (such as space and the polar regions) can affect the delicate balance between great powers. This balance, and the potential relative advantage that the United States maintains over its adversaries, is further challenged by emerging technologies, many of which have yet to realize their impact on defense operations.
